When I use this command I do:

TGTFILE       Source file 1
                Lib
TGTMBR        Member
 MAINTFILE    Source file 2
                Lib
MAINTMBR     Member
ROOTFILE     Source file 1
                Lib
ROOTMBR     Member

*TARGET is a special value for the qualified object name, that will include the 
library. So either supply the name of the MAINTFILE or rename the MAINTMBR in 
the same source file in the TGTFILE.
