Might look better if it were written:
C                   EVAL      *INU1 = (DETSTY = '1')

That is, if you want to set INU1 based on the test of DETSTY = '1'

It looks like the DETSTY = '1' is a condition statement.  *INU1 is either 
*On or *Off based on if that condition is True or False.

I've never seen that in RPG before, but that is my guess.
