Will the NWS provide a web service to retrieve the current weather
conditions for your local area

http://weather.gov/xml/

You'd need to know the latitude/longitude of the area, but it should work...

I am looking to publish some of our business logic as a web service for
outside consultants creating applications for us

I'm sure lots of people have created web services on the 400... there's lots of web service related stuff in WDSc. You might consider asking this question on the WEB400 mailing list.
