there are two ways imho:

You use the old versions of the IBM supplied parserprograms which are
free to use.

Or you use Expat which is open source and free, too.

You can get some nice examples and procedures vom Aaron Bartell, who is
on this list, too.
You can get his stuff at http://www.mowyourlawn.com
His packages include the old IBM xml programs.
I'm using his SAX procedures now since 6 months with nearly no problems
and quite some speed.

Expat SAX is similar but with less documentation i think.
Scott Klement wrote some Club Tech newsletter articles last week on this
topic.
I can forward them to your address if you haven't subscribed to the
newsletter.
Expat is free to use and you can get the os400 port at Scotts website at
http://www.scottklement.com/expat/
