I can see why you might be confused, but the explanation is simple.
I'll quote Bob's note here to add context:

"Perhaps after a few years of RPG IV code, if people
 want to go the 'RPG V' route, then sure, go ahead, but
 in today's world, CF-spec will kill RPG IV."

Bob is saying that introducing free format RPG specs will be a bad
idea today, in RPG IV.  He's also saying that once people are more
used to RPG IV (without free form calculations) and some years have
passed, IBM can introduce free form calculations in the next version
of the language.  Bob's calling the next version of the language RPG
V.  Notice the quote marks around the name.  It means he is using that
name for lack of anything official.

Here's why we on the list are confused.  I'll quote your original
question here to add context:
"I was working in RPG IV and now my
 business want to shift to RPG V."

Your business cannot possibly want to shift to RPG V, since it hasn't
been invented yet.  I'm sure you looked on the IBM Infocenter website
at http://www.iseries.ibm.com/infocenter to find the manuals and
didn't find any.  I'm sure you used your favourite internet search
engine and might have even found this link

Perhaps we're experiencing a language problem.  To summarise, RPG V
hasn't been invented yet, and Bob's use of the term in quote marks was
intended to convey that idea.
