I thought atof stopped as soon as it hit a blank, but the documentation
says that atof allows leading blanks (whitespace).

Can you post your code?  I tried using %dec with atof(' 12.2963   ') and
it worked fine.

By the way, if you are on V5R2 or later, you can just use %dec directly
on the string without using atof.
