I bet indicator 20 is already on when you get to the if line.  Not much, but
I'd bet up to a dime.

I am trying to test for an input line to determine if there is anything
being passed back to the program.
 
I thought I could use something like
 
if           dname = *blank
eval         *in20 = *on
endif
 
But unfortunately putting the *blank in there always fires.  I believe it
happens when you have a 25 character line and not all of the positions are
filled.
 
Suggestions?
