By convention a CCSID of 0 indicates to use the job or job default CCSID,
and 65535 indicates that no CCSID processing should be performed.

If this were an API I would expect a value of -1 to typically be used for
*ALL.  A possible alternative would be to use 65534, which indicates to go
to a lower level in a hierarchy to determine the CCSID.  For instance a
*MSGF with 65534 indicates to use the *MSGD CCSID value (rather than the
*MSGF CCSID).  Here it might mean 'use whatever CCSID you find at the file
level'.

My personal preference would be -1.

I guess I didn't explain well enough, sorry. I hope this clarifies the
situation.

If a convert from CCSID value, other than 0 is passed, only files of that
specific CCSID will be converted, if the convert from CCSID = 0 ('*ALL"
Value) then all files will be converted.


This is the relavant code snippit:

If fileStat.CCSID <> toCCSID;                                      //
Conversion Required
   If fromCCSID = 0 or                                             //
Convert All CCSIDs
     fileStat.CCSID = fromCCSID;                                   //
Specific CCSIDs

// Process the conversion

Is 0 the logical value? Would 65535 or some other value be better?

I don't understand what you mean by *ALL?!  Everything has to be one CCSID
or another, right?  How can it have all CCSIDs?  Doesn't make any sense.
