Yes, every release has its own set of libraries and its own set of environments.

You can checkout objects from a parent to a child and you can promote from a 
parent to a child.

I've never actually done this myself.  Never worked where there were multiple 
base versions.  But a similar setup is used with one base and multiple deltas.  
That I have done.
