In Writemsgc/readmsgc, message file should exist.  In writemsgc, the
text file in IFS  will be created automatically & in readmsgc, the text
file must exist.

I use this all the time in my application and it works fine (English to
Japanese/Chinese) but please test this at your end and let me know if
you have any problems.  I will try & submit to iSeries Network as well.
