It requires the "incoming remote command service" to be installed 
started/running on the Windows PC. If you don't have it running, it will

refuse connections, since there's no program to handle them.

There have been many examples posted about how to retrieve the IP 
address of a connected PC -- search the archives of MIDRANGE-L for 
QDCRDEVD, you should have no trouble finding an example.
