Sortof.  I just find calling a program easier.
call setlibs parm('pgmrrp taxes building')
instead of chglibl, remove all the libs, then put in the ones i want.  I 
know I'm reworking the wheel, but thought it might be neat.

it the libs you want and it will remove all your current libraries, and
reset with only the ones you send it.
