It turns out my problem was much simpler than that actually.  I was using 
1 display file and 1 program so the RSTDSP was not the problem.  I am new 
to using subfiles and display files and I have never used a display file 
with with a record of type Window before.  I didn't know if there was a 
special way of clearing those from the screen.  Anyway, I got the problem 
fixed, I just wasn't looping correctly.  Just one of those days I guess...
