I don't have any experience with DBCS so I can't help there. 

If you are doing this for multi-language support check out the OS 
multi-language support.  I never used it but IIRC it does some, if not most, of 
the work for you.  It's been several years so I might not be remembering 
correctly.

I did end up writing the API and using ADDMSGD to IFS and back. Now I
have a few problems with ADDMSGD.  This throws exceptions for '&', '"'
and few other characters.  Now I want to use the same procedure to get
other dbcs languages into as/400.  How could I do this?
