You are absolutely right.  Help text should be for constant information on 
the application and on situations where codes are constant.  You can do 
(in theory) something like this;

DOU     *IN03

        EXFMT   MAIN

        IF *IN03
                ITER
        ENDIF

        CODE    CHAIN   CODETABLE

        IF %FOUND(CODETABLE)
                EVAL SCREENCODE = CODEDESC
        ELSE
                EVAL SCREENCODE = 'INVALID CODE ENTERED'
        ENDIF
