That depends on what you consider big. I have a service program with 63 exported procedures in 1 module. It occupies 2 MB. Mind you it is fully optimised and has had observability removed.

QSYS contains a service program with 1 exported procedure and 84 modules occupying 13MB. Another one has 390 exported procedures and 23 modules.

Grouping procedures into service programs is mostly a preference exercise.
