You are correct.  Plus, the current "new programmers" (at least in the small to 
medium business environment) are significantly cheaper to hire.  This is from 
both the salery costs and the overhead costs.

At my class in school we had 4 ppl that were programming for the as400.
The rest just did VB or other non-midrange stuff.

The problem with new programmers is, that they are mostly riding the
windows-wave.
Most companies here don't have an as400.
i think it's 95% windows (some linux for mailservers an such stuff).
So there aren't much new programmers in the scene
(it's easier to find a company that does VB or c++ when you want to become
programmer).

And the problem with most old programmers is, that they don't want to do
the new stuff like
integrating some c++ or java functions in their rpg.
Some even don't want to use ile instead of their beloved opm.

Both problems get along well.
No new programmers, and old programmers that don't want to adapt new
techniques.
Thats the beginning of the end :)
