For all the sites with OV400 - i will bet 99% it's a management decision,
and
to them it's probably no different than replacing an older but working piece
of
machinery for a new one (with more options). I'm replacing one of those OV
sites next month with a new 520, costing them thousands to rewrite a working
application. It will do more than it did before, and users will like it
better, and
for many other reasons it will be better, but management still hates that
they
had to pay to rewrite a working app. IBM supplied no reasonable options
for very small shops to replace OV, and a few vendors came to market with
offerings, all costing thousands. When we are done, 17% of the total upgrade
cost will be that OV app.
