RE: How to unlock a record in an interactive job after 'x' amount of time has passed

Only way I know of is for the program that has the lock to issue the 
UNLOCK command on the file.

Mike,

That doesn't help him.

He wants to be able to unlock the record from the program locking it.

WAITRCD affects how long some other program will wait for a locked record.
It has no effect on the program locking the record.
