If the prototype has the EXTPGM keyword, you can compile with
DFTACTGRP(*YES).  

If the prototype is meant to call a program, it _should_ have the EXTPGM
keyword.  Otherwise, it couldn't be used to call the program; it could
only be used to defined the entry parms.
