Yes.

The only explination I can come up with is that the CRTSRVPGM assumes that
the service program does not exist, and so gathers all relevant exports from
all objects provided to the command. The original service program has not
yet been deleted and so its exports are available to bind, even though it is
being replaced by the CRTSRVPGM command that is running.
