I know the mechanism, I was looking for opinions or options.  I also
forgot to list the 'mkdir' API.  I think I've pretty much settled on
issuing a MKDIR command followed by a CHGAUT command.  I found through
testing that when I create a sub-directory, the users and authorities
are transfered from the parent directory, which pretty much handles my
authority problem, so I think that's the way I'm going to go.
