That's your problem.  You are asking to change a query called OEPEHDA. Use 
option 1 to create a qry, give it a name, then the next screen is where 
you specify your file and library that you are trying to qry.

Well I just enter WRKQRY and fill out the fields.

>From there I type 2 for edit
OEPEHDA for the query
and MODSMR for the library.

Those are the only 3 places to enter data
