I've tried FETCHING the cursor into the table, but that did not work
either.  It seems to be an issue with either the DECLARE or OPEN of the
cursor.  It boils down to:  If I use a cursor, I get nothing.  

I'd like to use a Cursor so I won't be limited by my table size, or end
up wasting memory on a huge table that will likely never be filled
except by a minority of clients.

Try issuing a FETCH instead of the SET.  That's works for me.
