Back in the days of BC (before Cozzi) and when RPG really meant a Report 
Program Generator some compiler designer decided it would be a neat way to save 
space both for file and address space to declare all 'ad hoc' numerical 
variable 
as packed variables. The variations as defined in I and D specs came later in 
the cimpilers development life (AC - after Cozzi).
