Printer File Using Hardcoded Library

We have an RPG program which outputs to a printer file.  There are 2
versions of the printer file in different libraries, and the correct version
should be used depending on the library list.  However, this does not seem
to be the case.  Regardless of the library list the program always opens the
version of the printer file that the program was complied over.

I have done a DSPPGMREF, and the library name of the printer file is
hardcoded.
