Hawkeye's Pathfinder V9.0 will do that (but not the binding directory.)
If you want to write your own, look at these APIs:

QUSCRTUS - create user space
QUSCUSAT - change user space attributes
QUSPTRUS - pointer to user space
QBNLPGMI - get ILE program information
QUSDLTUS - delete user space

There may be more but I can't think of them off the top of my head.  The API
finder in the Infocenter should help.  http://www.iseries.ibm.com/infocenter
