That might be because his conclusion is the correct one!

Hans will know for sure, but I think there was a problem with %EOF at one
stage in that it was _not_ being cleared after the successful reset of the
file pointer.  It made it useless because doing an %EOF(x) = *Off was
neither practical or desirable as it might lead to the state of the file and
the state of the flag being at odds.

The current behavior makes _perfect_ sense and is the only practical way to
handle it.

If you find the BIFs so non-intuitive, why not just go back to indicators?
No one is forcing you to use BIFS.
