Your problem may arise because the underlining is being produced by a 
separate constant field.  Are you using O-specs or DDS which employ this 
technique?

      *** Underling with separate field
     A                                    25'Heading Constant'    
     A                                    25'----------------' SPACEB(1)


Have you tried this approach instead?
      *** Underlining with DDS keyword
     A                                    25'Heading Constant'    
     A                                      UNDERLINE
