Is FILEA a display file (DSPF attribute) by any chance?  If so, then it
cannot be opened by a program in batch mode.  What is normally done in this
case is to have two files.  FILEA is the display file used by the parameters
entry function and FILEB would be a printer file (PRTF attribute) created
using the CRTPRTF command.

I have a file that is used in both programs. I'll call it FILEA. FILEA is
used in the prompt program to check that the user entered valid selection
criteria. The print program uses the file to
print values that match what was entered in the prompt program. The problem
I'm running into is odd to me. When the print program is submitted to batch
I receive the following error: 

Error message CPF4104 appeared during OPEN for file FILEA
