I think that's precisely the problem.  Error trapping in RPG is still one of
the most horrifying experiences.  MONITOR goes a long way to improving this,
but I can't think of many programmers who know how to catch an escape
message, determine that the delete is not allowed due to a constraint
definition, and handle the error.  I know I've seen shop standards that
specifically forbit the use of UNIQUE in DDS because they didn't want to
deal with the error handling.

Granted, if you use a referential constraint with CASCADE it might 
do it for you.  But people who program in RPG are loathe to let the system 
do anything for them automatically if they can do it manually.
