There must be exceptions to this. I know for a fact that Net.Data was getting 
V4R5 enhancements well after it went out of service. I think the HTTP server 
did as well.

Can't speak for anyone else - but I didn't think you were asking for that.
You're asking for a single release of RPG to be supported on multiple OS/400
releases right?  And I'm pointing out that the problem remains the same -
all the time Rochester will not permit PTFs to be issued to out-of-service
releases, it really doesn't matter what the RPG team do.  Your scheme can
_only_ work if the limitations on PTFs are removed.
