Didn't I just post a link on that on a different thread this week?

Go to V5R2 Infocenter and search on any c function, like atoi.  About the 
3 or 4th down there was an excellent reference.

The prototype for sleep is expecting an unsigned integer, but you are
sending it a signed int.

Try changing your prototype to:
 Dsleep            PR            10u 0 extproc('sleep')
 D secs                          10u 0 const
