Why would it be a bug?  The only reason to need a /end-free is for the sake of
statements beyond it.  If you hit the end of the source first, what need is
there for a return to fixed format?

It is not like parentheses matching in an expression, where the lack of a
closing terminator suggests a malformed expression.
