Though this can't be done through command defaults, IBM has supplied an alternative that can be as effective and even more flexible. Review the ILE RPG Reference, Chapter 13, "Control Specifications". By creating H-spec data areas at the user or system levels, specific keyword-value pairs can be set for all compiles.

From the manual:

[However, there are three different ways in which this information can be provided to the compiler and the compiler searches for this information in the following order:

  1. A control specification included in your source
  2. A data area named RPGLEHSPEC in *LIBL
  3. A data area named DFTLEHSPEC in QRPGLE]
