You could try using CPYTOSTMF rather than CPYTOIMPF, and specify
ENDLINFMT(*FIXED).

This will give you the trailing blanks you want, but you don't get a
carriage return or linefeed on the end.

If you need the carriage return and/or linefeed, you could, I suppose, make
your iSeries file 18 bytes long rather than 16 bytes long and include
x'0D25' (= EBCDIC carriage return linefeed in positions 17 and 18 of the
record). These will become x'0D0A' when converted by CPYTOSTMF with
STMFCODPAG(*PCASCII).
