We're always interested in defect reports - provided that they're submitted through the usual channels. (Hint: On-line fora are *not* an acceptable way to submit defect reports.) Without having done a search, this problem does sound familiar, though.


But as you've noticed, if you're coding a null string as the "To" argument of XLATE (or %XLATE), XLATE is almost certainly not going to do what you want. If you want to remove characters from a string, you need a different method, such as using %SCAN to locate the character you want to remove and then removing it using %REPLACE.
