He wants to convert a number from what we think of as 'normal' to packed.
An example might help.  Given the number 7127, the hex value of the signed
number is x'f7f1f2f7' in 4 bytes.  Its packed form would be x'07127f' in 3
bytes.  This is for message substitution data; read the description of the
FMT parameter on ADDMSGD.
