Scott, there's a lot of programs out there that were first written long
before V2R2.  One client that I work with on an occasional basis has
programs that have not been touched since 1983.  As he says, "It works the
way I want it to work right now.  Why would I want it changed?" 
 
That style, with the GOTOs, was very popular at one time.  Did we even have
EXSR subroutine back in the 1970s and 1980s?

SELEC/ENDSL came out, I think, in V2R2. It's been around longer than
RPG IV has!
