How to replace a simple program call in /FREE ?

If I have a simple call to an external program, passing a parameter, like:
 
 C                   CALL      'PROGRAM1'                  
 C                   PARM                    Parm1      
 C                   PARM                    Parm2
 
What is the easiest way to replace it in /FREE?
