Your problem is the C spec.  There is no C spec in free format.  In fact, the 
compiler wants you to leave columns 6 and 7 blank on
all lines between /free /end-free.

Try this:

 /free
     If Tcode = 'TA' or Tcode = 'ON' or Tcode = 'OF';
     .
     .
     .
     .
 /end-free
