There's a PTF for that.

V5R1 : SI06341
V5R2 TGTRLS(*CURRENT): SI06583
V5R2 TGTRLS(*PRV) : SI08539

MSGMCH1210 is received when running a program that assigns the
output from %OCCURS to a packed field defined with fewer digits
than the number of digits of the maximum occurrence of a
multiple occurrence data structure even though the number of
digits for the current occurrence is less than or equal to the
number of digits defined for the packed field.
MSGMCH1210 is also received if that same packed field is
assigned a valid value and used to set the current occurrence
of a multiple occurrence data structure using %OCCURS.
  Similarily msgMCH1210 can occur for %ALLOC, %REALLOC,
  %TLOOKUP, %CHECK, %CHECKR, %XLATE, and %LOOKUPxx.
