We have just begun using stored procedures in our shop and are now ready to
promote them to the test environment.
The problem is we do not have a change management system.
To ease administrative overhead  we attempted to just move the external
program associated with the stored procedure. The sysprocs record lists the
program location as *libl so we assumed we could do this without deleting
and recreating the procedure. However when the stored procedure was invoked
it still attempted to use the program at the dev level and it no longer
exists there.

So, what should be the promotion path of stored procedures and how do you
handle needing the same procedure at different levels i.e., Dev and Prod?
