True, but a bit further is still no where near what other platforms do.
The reasons? How many AS/400 RPG developers have an RPG compiler at home so
they can work on this stuff in the off-work/free time?  What? Maybe 20
world-wide.

Of course, there's more to encouraging open-source than just 
registering a domain name. There are also the steps of actually 
creating a web site, publicizing it, and actively supporting it. One 
example of a web site that has taken the process a bit further is 
<http://www.opensource400.org/>.
