If the program has DBGVIEW(*LIST) or *ALL then it can
be compiled without the source.  Your commands below
don't indicate whether you set a breakpoint or not. 
If you set one are you absolutely sure that line is
executed.  You could also set a WATCH on a variable
that is guaranteed to be changed early on in the
program and that should stop the program when it's
changed.
