Following your suggestions seem to beat the compiler into submission. 
However I still think that message RNF5155 is bogus.  A different message 
should be used.
So now
     D FLWORKREC       DS                  likerec(flworkr)
      /free
       Chain(e) FLWORKey FLWORKR FLWORKREC;
      /end-free
seems to work

Code the record name as the second argument of CHAIN instead of the 
file name. Also, if I'm not mistaken, I believe the data structure 
specified as the third argument has to be defined with LIKEREC.
