And why exactly is the wholesale conversion of legacy code to 
freeform necessary? As they say, "if it ain't broke, don't fix it".

 OK, "wholesale conversion" may be over-zealous.  But it's certainly
conceivable that a forward thinking shop's policy would be to convert
programs that are being modified.  Having a a %MOVEx BIF would make it a
snap.  Not having it will probably garner an "if it ain't broke, don't fix
it" attitude and it won't be done.

 MOVEx is integral to the use of the language.  Opcodes like MHLZO are not.


 As a software developer I would think that you would wish widescale
adoption of the (excellent) work that you produce.  The more shops that use
"advanced RPG" the better it is for the staying power of the language, and
IMHO, the platform.
