You can't because we don't have full operational descriptor support, and Rochester is the bottleneck here -- not Toronto.

There are LOTS of nice subprocedures we could make if we had descriptors on
numeric fields.

The last I heard on this issue, Rochester asked for help from the lab that actually owns the mission for OD's. So you can't really blame Rochester either. The big problem is that it's not an easy problem to describe all possible types of parameters. And the problem really gets worse with each new language, and with each new version of a particular language like RPG. V5R2 adds considerably to the difficulty with fully qualified data structures.
