Absolutely, place this above your subprocedures on one place only.

All things that will be referenced by the pre-compiler (we all love it)
must be entered as if the entire service program was a main.  No such
thing as a local variable for the pre-compiler etc...

I have made heavy use of service programs for data access and it works
just fine.  Just remember that when you define variables etc. that the
pre-compiler sees you must act as if they were global.
