Add an H spec to DFTACTGRP(*NO)

No "ILE" program uses that.

You could write a RPGIV program that used no PI's or PR's that would use 
that, but once you have even a hint of a subprocedure, that goes bye-bye.

I thought Barbara we would only get a sev 10 message if you leave the
extpgm off the PR?
